Deer Isle
The Quarantine That Failed.

Classified Field Report // Recovered Document

What was sold to the world as a remote sanctuary became one of the first quiet graveyards of the outbreak. Below is the recovered timeline of Deer Isle — the island that promised salvation and delivered Undead Heaven.

"We were told the water would hold them back. We were not told what would walk out of it." — Lt. M. Volkov, final radio log, Outpost 7

I
Phase I // 2024

The OriginThe Evacuation

Code-NameProject Sanctuary

When the Infected outbreak devastated Chernarus and Livonia, the world panicked. Borders closed within forty-eight hours. Cities fell within a week. The mainland was lost before the first international response could be mobilized.

In a sealed UN session, the remote forested island of Deer Isle — a fortified stretch of coastline off the northern Atlantic — was designated a quarantine stronghold. The operation was code-named Project Sanctuary. Funding was unlimited. Questions were not permitted.

Strategists believed the island's natural defenses, deep waters, and single bridge crossing would do what military force could not: contain the infected behind a hard saltwater perimeter. The ocean, they argued, was the only firewall the virus could not cross.

What the public was told: a sanctuary. What the classified files later confirmed: a closed-loop laboratory. The refugee camps were never built to save lives. They were built to study them. Every soup line, every medical screening, every "voluntary" inoculation drive at the four numbered Sanctuary Outposts fed a research apparatus buried deep in the island's old munitions bunkers.

Within months, tens of thousands were ferried in on grey-hulled naval vessels — diplomats, billionaires, decorated officers, and a careful quota of so-called 'essential refugees.' They came willingly. They believed the science. They had not read the contracts they signed at the dock.

Across Deer Isle the engineers built. Barracks ringed by razor wire. Sealed medical laboratories with one-way doors. Crematoria carved into the bedrock and labeled as power stations. For a brief moment, beneath the pines and the lighthouse beam, it almost looked like humanity had won.

Phase II // 2025

The Great BetrayalThe Camps

Code-NameContainment Lost

The plan failed. Not slowly — methodically. What had been sold to the world as a refugee sanctuary revealed itself, behind the razor wire, for what it had always been: a system of camps.

The Sanctuary Outposts were rebranded as processing centers. Families were split at the gate. Adults were tattooed with intake numbers below the collarbone. Children were taken to the medical wing and never seen again. The crematorium smoke never stopped rising from the bedrock vents the public maps still labeled 'geothermal power.'

The guards were the worst of the garrison — disgraced infantry, mercenaries from the freighter contracts, and a cadre of true believers from the parent agency who had been promised pensions for life if the camps held. They patrolled the inner perimeter with leashed dogs, riot batons, and orders to shoot anyone who reached the outer fence. Beatings at roll call were routine. Public executions at the gallows behind Outpost 3 were used to control the line.

The scientists worked beneath them. The deep-level inoculation programs were not voluntary. Refugees were strapped to gurneys and injected with strain after strain, generation after generation of the virus, in a desperate effort to manufacture a survivable host. Failed subjects were burned. Promising subjects were kept in the cells for further study. There are surviving children of those cells, and they remember every needle.

Then a single supply freighter ran the blockade carrying a hidden cargo: an infected stowaway in the bilge. By the time the harbour master found the body, it was no longer a body. Within days the bridge was sealed, the docks were burning, and the long-range transmitters returned only static. Deer Isle was severed from the outside world in less than a fortnight.

Starvation came next. As the rationing tightened, the camp guards turned their rifles inward. Food riots broke out at Sanctuary Outpost 4. The crackdown was filmed and never broadcast — eyewitness accounts describe entire family blocks executed against the perimeter fence and dragged into the crematoria still breathing. In the chaos of that night, a single infected refugee, quietly hidden by a desperate mother, broke quarantine.

Within weeks, the camps became graveyards with no graves. The bunkers held for a while. Then they didn't. The death camps the refugees had been told were hospitals burned from the inside out — and the guards burned with them.

Phase III // Present Day

Undead HeavenThe Current Reality

Code-NameOutbreak Active

It is now years later. The mainland never came back. No relief ship has ever crossed the strait.

Deer Isle is what it always wanted to be — beautiful, isolated, and lethal. The pine forests have grown back over the burnt outposts. The fishing villages stand half-collapsed and half-claimed. The lighthouses still turn at night, powered by whatever survivors keep the generators alive.

The wildlife that survived has learned hunger. Wolves run in larger packs and stalk for longer. Bears no longer hibernate. Even the rats have grown bold. Nothing on Deer Isle is afraid of you anymore.

The infected wander still. They move slower in the day and faster at night. But the ones that never went down — the soldiers of the failed garrison, still in shredded fatigues and webbing — those run at every hour. They do not tire. They do not stop. They are not what they used to be.

And then there are the survivors. The descendants of soldiers who never got the order to stand down. The children of refugees who were never supposed to live. Faction warlords carved from the wreckage of Project Sanctuary. Smugglers, cult-priests, doctors gone feral, lone trappers in the dead zones of the inland forest.

And something worse. Out past the treeline, four scientists from the old program never stopped working. They call themselves Unit 7. The survivors call them the Hollow Pines. If you see one of them in the trees, you are already too late.

This is where your story begins. The quarantine is permanent. The Sanctuary is gone. Whatever you build, whatever you become — you build it here, on the bones of the last great mistake.

Unit 7 — The Hollow Pines

FACTION TYPE // Rogue Research & Capture Squad
PRIMARY LOADOUT // Subsonic 9x39mm Suppressed Weapons / NBC Sealed Gear
Sanctioned KOS Exception

The Hollow Pines are a sanctioned KOS-on-sight enemy faction. They will kill you on sight. You may kill them on sight. No RP initiation required for either side. This is the only player-versus-player exception to the Roleplay-First rule.

Background // The Outpost 4 Purge

During the final collapse of Sanctuary Outpost 4 — when the garrison turned its rifles inward and the food riots consumed the inner ring — four senior scientists chose survival over duty. They had spent two years running the deep-level inoculation programs on refugees they were never supposed to keep alive.

Recognizing that the quarantine had failed and that the surface world would soon hold them accountable, they wiped the bunker's mainframes, executed their support staff to seal the data, and slipped out through an abandoned munitions tunnel before dawn.

They emerged into the dark pine wilderness of Deer Isle wearing heavy-duty NBC suits and carrying prototype internally-suppressed 9x39mm weapons stolen from the elite garrison armory. They never tried to leave the island. They view Deer Isle as a perfect closed-loop laboratory — and you as their next data point.
